Wilton Park: ‘Hearts and Minds’

Development assistance is becoming an increasingly important tool to “win hearts and minds” and promote stability in counterinsurgency (COIN) operations. This conference will assess the relationship between development aid and stabilisation in Afghanistan, presenting the findings of two major research projects on this issue together with the experiences of senior civilian and military practitioners. It will then broaden the discussion to the delivery of development aid in conflict environments more generally and the implications for COIN and stabilisation doctrine.
