The OMSP is a strategic initiative to position Penn State in the lead among academic institutions for military, homeland security and defense, and information operations research and technology development.


Penn State has demonstrated the following capabilities to support the U.S. Department of Defense and Department of Homeland Security:


  • Penn State's Homeland Security Initiative involves advancing the education, research, and outreach programs at the University to improve homeland security and the welfare of our communities.

  • Electro-optics and night vision technology to support weapon and sensor development.

  • SIGINT/ELINT capabilities to support information operations.

  • Information technology to support logistics information systems, manpower management systems and deployment optimization.

  • Management and business practices to optimize military recruiting efficiency.

  • Supply chain management to support logistics education.

  • Health and human development to support military and military family support programs.

  • Human effects determination, technical assessments and education/training to support DOD/DHS non-lethal technology initiatives.

  • Chemical-biological sensor technology development to support DOD and DHS.

  • Computer, civil and environmental engineering to support DOD anti-terrorism and force protection initiatives.

  • Simulation and gaming.

  • Decision support tools.

  • Nanotechnology and micro-electro-mechanical device fabrication.

  • Power generation.

    Develop and manage research, technology development, education, and training funding from across the federal government including DoD, DHS, and the intelligence agencies, as well as from relevant state governmental agencies charged with homeland security and homeland defense. Make Penn State the optimum value proposition (e.g. lowest cost for highest performance) for the government in all aspects of R&TD, education and training for military, security and information operations in ALL of academia. Create a long term, deep seated trust and mutual respect between these agencies and Penn State. Develop a culture of interaction between sponsors and faculty that is founded on service, value, and cutting edge research and teaching.

    Georgetown University Law Center

    The International Center for Cooperation and Conflict Resolution

    Main Objectives:

    Theory and Research

    Building on the theoretical legacies of Kurt Lewin and Morton Deutsch, we conduct basic and applied research on theory related to conflict, justice, cooperation, and systemic change.
    We work to bridge the gap between theory and practice in these areas.
    Education

    We educate future leaders who will further the development of theory and practice in the interrelated areas of conflict resolution, cooperation, and social justice with the ultimate goal of understanding and supporting sustainable peace.
    We seek to increase public awareness of constructive methods for conflict prevention and resolution, of the many forms of oppression, and of strategies for overcoming social injustice in families, organizations, and communities worldwide and for fostering sustainable peace.
    Practice

    We work with educational, non-profit, corporate, and governmental organizations to provide culturally sensitive and locally relevant services related to conflict, violence, justice, cooperation, and social change.
    We seek to broaden and enhance our international collaborative network.

    The International Center for Cooperation and Conflict Resolution (ICCCR) is an innovative center committed to developing knowledge and practice to promote constructive conflict resolution, effective cooperation, and social justice. We partner with individuals, groups, organizations, and communities to create tools and environments from which conflicts can be resolved constructively and just and peaceful relationships can develop. We work with sensitivity to cultural differences and emphasize the links between theory, research, and practice. While many other conflict resolution centers focus on providing training and consulting, our training and work with the community it rooted in our scholarship.

    American University School of International Service

    Founded in 1957, the School of International Service is the largest school of international affairs in the country. SIS offers undergraduate degrees in international studies and in language and area studies, a variety of master’s degrees, and a doctoral degree in international relations. Our students study a broad range of fields, including international communication, international development, international economic relations, U.S. foreign policy, international peace and conflict resolution, global environmental politics, international politics, and comparative and regional studies.     University of Calgary: Peacebuilding, Development and Security Program

    The PDS is housed in the Centre for Military and Strategic Studies (CMSS) at the University of Calgary and represents a partnership between CMSS and the Institute of World Affairs in Washington, D.C.

    The mission of the Peacebuilding, Development and Security (PDS) Program (hereafter, PDS) is to foster both practitioner-focused and scholarly research, interagency and civil-military dialogue, field projects and training to improve the effectiveness of international assistance to conflict-affected countries. This will involve examining the utility and potential hazards of existing approaches to promoting peace and human security, identifying and filling gaps in knowledge, and advancing the understanding of effective linkages between relief, peacebuilding, development and security.
